they are literally cycling through low level goons (not to mention the loss of an upper tier goon and mid tier exec in their org) all over a $5 million dollar inheretince? not to mention they have no guarantee over the full sum as they would need to get some dirt on the girl and coerce the money out of her in addition to all these dumb hoops they are jumping through. completely believable.

It's not like it costs that much money for low level goons like these 3. Just time. Plus the Syndicate hasn't connected all these deaths to their targeting of Reika. They see Kyoichi as the cause behind Nobuto's death and Nobuto's dad as just disappearing over losing his son. Kyoichi's boss knows something is up, but everything points to Kyoichi, not Reika. So obviously they would keep targeting her.
