The meaning of the color rotates. If you get the green tie when you come in then you will have it each of your three years. The grade the color of the tie indicates changes each year. It's more of the color indicating "The Class of 20xx."

That is scuffed as shit, since it means that people have to keep track of the school years through an arbitrary system that lacks proper consistency. As the only thing being done with rotating the colors, is that people can save money on what year they are in such a school.
