Pyeii isn't a 3 legged crow. In fact, it's not even confirmed whether 3 legged crows exist (though no one would doubt it). I believe in volume 4, 3 legged crows are only mentioned to create a direct logical link for Pyeii wanting to bone MC.
3 legged crows are symbols for the sun, which Chii explains is actually a symbolic reference to the crows' ability to grow by taking in male energy because the sun and maleness are both attributed to the "yang" side of the yin-yang spectrum.
