"Oppa" is a cutesy term Korean girls use for guys that are older than them. It literally means older brother, but like I said, it's cutesy, so it's kind of a cringe word to just randomly use. If you're not related to that person or childhood friends with them, my understanding is that there's a romantic implication to it.
In case you're curious: In Korean, guys talking to older guys use "hyung," girls talking to older girls use "unni," and guys talking to older girls use "noona". I don't think those typically have the same connotation to them that "oppa" does.
The Japanese term "onii-san," on the other hand, can be used for literally any young man you meet. A different honorific (-chan or -tan, usually) or shortening "onii" to "nii" is more familiar, and is what you might use with someone you know and care about. "Onee-san" is the same, but for young women instead of young men.
