While Mina is technically 'fully grown' from the moment she is manufactured, her emotional maturity isn't. Which is why I suspect MC is waiting until she truly is 'full grown' in terms of emotional maturity and for her to decide for herself whether or not she wants him to officially marry her. After all, he's been essentially playing pretend with a suped-up rice cooker up to the point of Mina's recent developments.
