The folding thing, where the more you fold the higher the skirt gets, is something that was mentioned in several manga/anime, I remember seeing it in Watamote (ch 148) and in Sound Euphonium (forget the episode, but it was in 1st season), so it's probably real thing. I think it's because they have to be ready to unroll it in case teacher gets on their case like she did in Euphonium, and they can't actually buy shorter skirts than their school regulations. It's part of the struggle of fashion/looks vs school regulations, that why it sounds weird at first, but makes more sense when you consider the practical restrictions. It might look less flattering then your version of oversized shirt (EDIT I dont't even think they're allowed to wear shirt over skirt to hide the top, it's probably against the tidy and proper look regulations. I'm pretty sure I've seen boys getting scolded for not tucking in their shirts in pants as rule violation in manga/anime), but it lets you show more of the leg than allowed, which probably feels much more sexy since it's also rebellious.thanks for picking this up lol
hm, i feel like 'folding' your skirt by lifting it up/tucking it in versus like an oversized shirt to hide the top part would just make it look unflattering (if not ruin it tho i guess they are meant to be worn daily if the JP students out there don't have like 7 versions of the same uniform they switch out between laundry days lol) versus short, unless your legs are 'flashy' enough to get the attention versus a skirt being bunched up (i'm sure a lot of girls like wearing cute skirts as uniforms but if a skirt is gonna be a part of a uniform to begin with i'm surprised they don't give you maxi skirts so ppl can't get away with making it too short or just give you the alternative of wearing pants/sports bottoms/jerseys)
(did she not put on a sports bra or even regular bra when she changed into her uniform or was it stolen from her lol, although i guess a bra only goes so far with her size but if she's aware she was gonna participate than i'd expect there to be specific outfits for it)

Also real Japanese school skirts seem pretty long to me already, and I really doubt that any girl could get away with almost butt length in IRL school. The Euphonum scene seemed pretty realistic, the strict teacher noticed even few centimeters shorter skirts, like you could maybe see bit of their knees? and gave them a lecture just for that. Felt weirdly Victorian to me, like "Oh she's so slutty, you can see her ankle" thing.
