The guy looks like a middle manager. so I expected that is what he is. If manga based on Japanese folk lore and mythology is anything to go by, the gods stay in their own kingdom and contract out their work to either lesser gods or middle manager. Hence my hypothesis.

"Jikuu no Ossan" (aka the Time-Space Old Man, aka Inspector Spacetime) is a kind of Japanese 2chan creepypasta trope/urban legend/stock trope, wherein the poster reports having slipped into a liminal space that resembles reality but with no people, except for a shabby looking old man who sends you home and appears to be guarding the place or there to rescue the occasional wanderer.

Incidentally, the mere fact that humans can produce Vitamin D means that it's literally not a vitamin. It's a nutrient.

My brain is a bit fried, who are they?

It’s mentioned on the final page, but prior to Mysterious Disappearances Nujima-sensei wrote two other series: Singing Headphones Girl (about a wallflower who immediately changes her personality when she puts headphones on) and Torako, Don’t Break Everything! (about a really bashful girl who is so strong she breaks things by accident). Both of their designs are reused this chapter.
