@darara different standards - different laws/rules/policies... in Japan this is not considered R18 so it's not porn hence not hentai. MD rule follows that sense so no hentai tag. If by any chance MD updates its rule so this is hentai, a lot of similar manga with just less sex oriented will be marked as hentai too.
