The details escape me, because I read this part of the novel way too long ago, but I believe at least Sitry's (possibly also Liz's) levels are not as high as they could have been, due to bad behavior. Again, this is a really rusty memory, so I'm not a hundred percent confident in it.

I think they tend to lie about their levels, if only for the sake of making Cry feel better. That being said, they technically are (most of them) weak bt have excellent minmax builds. The “low” levels could be true.

their levels increase (or decrease) after an evaluation but like what Fushi said, their attitude or accomplishment fuels that level aside from mana material absorbtion.

Sitry is Level 2 btw... after getting demotion after that prison incident.

well, for Cry guild case.... most of them don't bother to take the test. and they often has bad behaviour (especially the lunatic sisters) so, many of them has level that not suited with their abilities. considering they often goes dealing quest or conquer labyrinth with difficulties beyond comprehension.

NGL, this sounds like a complete contradiction. Even if the members of Strange Grief have shit social skills, its obvious their achievements still out weigh the troubles they cause. This is why Muscle for brain's actions feel so out of place.

Sure arrogance and the expectations of his peers might be fueling his actions, but if the guild proactively applies the hammer to nails that come a little too loose, they wouldn't be so eager to do something that would endanger their reputation and standing with the hunters association.

That's not to say there wouldn't be conflicts between groups, you just wouldn't have some dickhead from a neighboring nation picking a fight with one of the top guilds in the capital city.

well, Sitry is understandable for her case. i mean she branded as traitor so it hard to raise her level.
for liz and lux...... i think other than their problematic behaviour, they also don't want outrank their boss or don't feel like they deserve yet to level up since Cry didn't want to level up.

The levels in this manga is weird. If it can be awarded by a merit of the whole town to a single hunter and can be reduced coz of bad behavior, doesn't that means the levels are unreliable metric for strength comparison?
It just means the hunter have more achievement under their belt without considering their actual strength whatsoever. I'm just describing Cry at this point
