Many bureaus there work manually, people still buy old non-smartphones and many hentai are predominantly sold in magazines. All in all it isn't as far of as it would be in other countries. true enough, weekly Shounen Jump sales have gone down a lot recently, but if in 2019 nobody buys magazines anymore, Jump magazine would have been discontinued by now
