Well, i think he's being a little careful about his new life. He's in the child's body and have a family to returns. Unlike his previous family, his current foster-mother loves him and needs his blood to survive and keep living among society.

And reincarnated Towa doesn't have that buff, so when he encountered her for the first time in the city he got too close and fell for it, she was deranged and almost kidnapped him on the street.
