The number of cases of teachers, CEO, Actores, politicians, and people in positions of power who have had sexual controversies and have continued is very high. And that in a manga they show us this does not mean that the author does not understand or justify it, There are cases like this, the author decided to do it this way. Does it take away the problems or things he did? No. Is he a victim? No. Is he a predator and the main villain? Yes.

I doubt he was actually framed. It was probably his biased way of looking at it. He was trying to get too close to a student, but then the student "betrayed" him by refusing to become his victim and made it public. He's not the type to acknowledge his own faults, let alone crimes. Even when grooming Konno here, he absolutely believed he was helping her, giving her a loving family (himself) and make sure she's has got the finances to educate herself (as his young wife or mistress). Now he's again the victim, in his own mind, when Konno refused his "help".

That's the only thing very barely doing me from absolutely hating this development. He said, send "me" the pictures of your body covered in bruises. He didn't tell her to go to the police or get them involved himself. He might had taken advantage of the situation to get candid photos.

Honestly that sounds like the best fit. As you can see with the sister, he clearly targets vulnerable girls to “help” them. And he’s clearly delusional for his inner monologue, it makes sense that in the past he was also justifying objectively creepy behavior
