Might be something of a "slingshot effect" in the changes from the previous versions. Like in trying to clear up some of the ambiguities the teacher ends up over corrected in the other direction. My cartoon comparison would be when they do something like an non-animated close up of a face that's hyper detailed beyond the show's standard look.

To be fair... this is a comic.

Personally, I'd have liked if he was creepy for nothing-- like, he actually cares about helping his students but he doesn't understand that his movements and facial expressions are so deranged they don't even completely fit the previously established art direction. I think it's fine that he's being played straight, since that means he's being set up as a direct antagonist for the male lead in that he causes her "[understand]ing level" to drop.

That said, the "understanding meter" gimmick in general is starting to grate on me, especially because this story isn't primarily comedic and there's not really a meaning to "one percent of [understand]ing" that completely necessitates the use of the measurement. Conventional conveyance of her "level of [understand]ing" would be at least as effective in indicating her character arc progress to the (Japanese, at least) audience.
