as far as i know every school in Japan has some strict rules which they invent themselfs - from "not working even if you are poor as shit - you cant go to the part-time job or you'll be excluded" (sounds absurd - you cant get a job even if you are starving, bcs its against the rules) to such things like "in our school you cant not only drive a car but even get the license even if its totally legal to get one in high school age".
so just accept this as a fact - there are really stupid rules you must obey "for school prestige and reputation" (like - "students banned to have a relationships" - sounds like dictatorship).

It's Japan. if you're caught doing something that isn't related to studying before you graduate university, you will be flogged with a thousand spiked dildos and then expelled from school. They keep you in school to teach you how to get a job and go to work, but if you have a job and work, instead of viewing that as you being a capable student, they instead treat it as you have done something horribly wrong, and thus the beating with the thousand spiked dildos.

Isn't it because they want to keep kids away from streets as much as possible?
it's the same reason why they strongly encourage club activities (to waste their time) and try to limit teenagers from loitering anywhere while they are in their school uniforms (you can't tell apart a normal person from a teenager wearing casual clothes)
It's been the philosophy parroted by manga characters who are upstanding members of the moral committee

on the other hand, the philosophy being future and career oriented seems to be a more pragmatic

@Kiriha just google "japanese school rules and regulations", there a lot examples, its for you to decide trust it or not, but i think that most of it in manga based on real thing - it would be to stupid to made it only for fun (my opinion)
