Nanjou is, fundamentally, a nervous people pleaser. She doesn't know how to say no. If she could stand up for herself, she wouldn't have gone down the road she did. Being grabbed like that by someone who already has had sex with her and then dumped her is, well... something she doesn't know how to refuse.
This is, honestly, and interesting chapter that's been a long time coming. The core here is that our boy is a traumatized nerd who isn't used to conflict or even reality itself, and our girl is someone who's trying to become someone different than who she's always been. Nanjou is a sweet pushover who really just wants people to like her, which is why she went all out with her flashy style and just rolled with the guys who came on to her and did the ol' pump and dump.
This, while very much a gal/otaku story, doesn't have one of the usual ingredients to the gal: a strong social presence. Nanjou doesn't have many friends at all and doesn't know how to stand up for herself. She doesn't have guy friends she bounces off of nor gal pals who she hangs around. She was, honestly, the school slut: the girl who just had a reputation for being easy. Her first actual girl friend is the insane pervert who's dating the h-protagonist.
What's charming about this series is that I've been able to see how Nanjou became the way she is, and that I've seen that as her guard goes down, she's less and less of a sex monster. This, here? This is a real turning point for the series, because what SHOULD happen is very clear: Kiyomi should refuse. I can't read her talk here as anything other than a desperate attempt to make Kiyomi still care about her after he got mad that she's had sex with other guys. It's a fawning, pitiful thing: I know I've had other guys before. But I love you now. All my best memories are with you. I like you, don't be mad at me. Have sex with me. I'll do it, I know you want to. It's the way she was with her previous boyfriends: look at me, please, I'll do whatever you want.
Anything other than Kiyomi refusing this is a step backwards in the relationship. I can't see it any other way. It's Nanjou offering her body to soothe someone she thinks is mad at her, when Kiyomi isn't actually angry at her at all. He's pissed that he ran away, that he didn't stick up for her, that his mind was clouded and he was unable to do what he thought was right.
Although thinking about it I guess there could be a way that they end up doin' it while properly exploring and communicating their emotions. But this is not a romantic moment, this is Nanjou throwing herself at someone she's scared will leave her. Again.

Don't do it Kiyomi. I'm not a "used goods" puritan, but there's a body count limit for sure. It seems like she's slept with pretty much every boyfriend she has had. Considering her age, that's not a good thing. I know the story is trying to dance past that, but that's a deal breaker. That's someone who has either a lack of respect for themselves, or someone who doesn't have much to offer a relationship besides their body and sex is the only way they can maintain a relationship. Either way, that's not girlfriend material.
