There's a saying. if you can't do the time don't do the crime. I still don't get why she would forgive her considering she's just suffering the consequences of her actions.
Probably because she and mc are both really nice people at their core. It's one thing to punish someone. It's another to watch their suffering every single school day. Arise just felt Kiyokawa had suffered enough.

she probably got punished for it
now i actually like what she did at the end, getting close to her and forgiving her, sometimes it's important to learn how to forgive people who did you wrong (not everyone deserves it but there can be exceptions), it can also gives you some peace of mind, people can make mistakes, it's not like they have to die for it, it's just important that they learn from it and be better
compassion isn't so bad from time to time

It would probably have gone over better if author spent an entire chapter showing Kiyokawa suffering and regretting what she did before Arise felt bad and forgave her. It's on the author for jumping straight into the Arise forgiving Kiyokawa scene after spending the last few chapters showing Kiyokawa messing with Arise.
