1) Was published between 2005-2012 or so?

2) Set in modern times

3) The MC is a traveling witch/demon girl who has a small imp/demon companion. I think she wore a muffler covering her mouth? She goes around different cities setting up a small shop on various streets where she gives random passerbyers ONE magical/cursed item based on their deepest desires at the moment.

4) Each chapter revolves around a different person with their given item and how they decide to use their thing. Sometimes their situation ends happily, other times they get their just desserts for getting revenge/hurting others using the artifact.

5) One or two of the chapters is about a normal, muscular, forthright, decent high school guy (student A) who's trying to stop another student (Let's call him student B) that has an artifact that can manipulate/stun(?) others around him. He tried to confront student B by himself, but couldn't stop him and was wondering how to do so until the witch appears in front of him to give him a ring that can stop time. Student A goes back to confront Student B and even shows Student B the ring he got from the witch, but throws it away instead of using it. Instead, I think Student A blinded Student B somehow and then either damaged/destroyed the artifact Student B had. In the end, Student A gets Student B to reform his ways, and the witch who was looking at the situation from afar seemed glad that Student A didn't use the time stopping ring at all.
