We do not know that guy.
But we know that Tilica was supposed to marry a person assigned as her marriage partner by that orden of truth officers.
There was supposedly a meeting set up for her to meet that partner and then get married to him.
That is why she told her father that she thinks Masaru possibly is a "hero" as mention in the special clause of the rules of truth officers.
Then her father told them that they will have to prove that Masaru is indeed a "hero" within one month before the meeting with that marriage partner takes place.
If they can bring sufficient "proof" of Masaru being a "hero" the arranged marriage of Tilica will be cancelled and she can be engaged with Masaru.
If they fail to bring that "proof" then Tilica will have to marry that arranged marriage partner.

So my guess is that the guy at the end of this chapter is this arranged marriage partner.

Therefore that means he will get rejected by Tilica and then get angry about being rejected and refused for the first time in his life because no one has ever done that.
(The usual template: "You dare to refuse me? You dare to say no to my wish? Not even my father has done that during my whole life! I will not accept this! You shall see what refusing me means! I will make my daddy have you pay for this!")

Well, we all know what will happen then...
In the best case his father will turn out to actually be a decent and respectable person and punish his ill-mannered son after finding out how misbehaved he is.
In the 2nd best case Masaru and co will find evidence about how that guy's entire family is actually corrupt and have them judged by the truth officers and having them removed from whatever position their family holds.

FINALLY BACK TO CANON!!!

Masaru dissing Elly like he is not in thunberbolt range. Ely and An became truly best friends who confide with each other about their inner most thoughts... but not about foood seasoning.

Some skipped world building. Evolved monsters can survive 1 fatal strike, its as if they have 2 HP bars. Sadly that skill is not available for Masaru. The only exception so far is beheading, in the novel evolved monsters have been able to survive injuries from gutting, full body burning, stabbing to the heart, etc. So they are extremely dangerous.

Tilika summonings are also hard to control since it would be like controlling 2 bodies and having 10 senses combined. It requires mad concentration, as the story progresses Tilika is able to contol more and more summonings at once but it drains her mentally. Later Masaru also learns summon magic but he has a hard time controlling 1 summoning and usually leave it on 'auto pilot'.

And so many parallels with chapters 15 and 16, it shows how Masaru has grown from being paralyzed by fear to have his senses strengthened by it.

@Talh @Cesar2021 the coachman called him George so he is George Byron the fiancee choosen by the truth palace for Tilika.

Some spoilers from the novels but seems like the manga is going through a different route

- thisr arc:
Masaru and George duel using the later favorite magic: Golem Summoning. Masaru golem literally flattens George golems but then George betrays the agreement and charges to Masaru sword first. Masaru suffer an injury and then breaks George nose with the sword handle.
- around chapter 80 I guess:
George family are quiet for a while but when Masaru visit the capital the uncle challlenges Masaru into a duel in front of the king, Masaru wins and George is punished for lying that Masaru cheated on his previous duel being sent to the frontlines as a commoner soldier.
- web novel only:
Much later Masaru and Tilika see him working repairing a wall from the distance and barely recognize him, they don't give him a second thought and just talk about what they will have for dinner.

The series could have ended prior to that last scene and it would have been a fitting conclusion.
