We do not know that guy.
But we know that Tilica was supposed to marry a person assigned as her marriage partner by that orden of truth officers.
There was supposedly a meeting set up for her to meet that partner and then get married to him.
That is why she told her father that she thinks Masaru possibly is a "hero" as mention in the special clause of the rules of truth officers.
Then her father told them that they will have to prove that Masaru is indeed a "hero" within one month before the meeting with that marriage partner takes place.
If they can bring sufficient "proof" of Masaru being a "hero" the arranged marriage of Tilica will be cancelled and she can be engaged with Masaru.
If they fail to bring that "proof" then Tilica will have to marry that arranged marriage partner.
So my guess is that the guy at the end of this chapter is this arranged marriage partner.
Therefore that means he will get rejected by Tilica and then get angry about being rejected and refused for the first time in his life because no one has ever done that.
(The usual template: "You dare to refuse me? You dare to say no to my wish? Not even my father has done that during my whole life! I will not accept this! You shall see what refusing me means! I will make my daddy have you pay for this!")
Well, we all know what will happen then...
In the best case his father will turn out to actually be a decent and respectable person and punish his ill-mannered son after finding out how misbehaved he is.
In the 2nd best case Masaru and co will find evidence about how that guy's entire family is actually corrupt and have them judged by the truth officers and having them removed from whatever position their family holds.
