And it makes zero sense that a guy at that level could do anything to an adventurer with the economic importance and status of MC. It's like a middle management guy firing a VP.
It's to show how IGNORANT of Reito's life and everything to do with him was! She never BOTHERED to look DEEPLY into everything, it's why she thought back to the REPORT on TV about the place he brought her to where she dumped him when the woman was reminding her all he did and tried to downplay it! She talks about him not "getting her wishes" when she never ONCE it seemed cared to know about HIM!

Japan is VERY behind the times, the writer of the story seems to have a DIM view on his own people it seems from how their written! Remember when the Receptionist motivation was because she heard NOTHING but negative thing about Adventurers......by those who are suppose to support them! Yeah there are "IDIOTS WITH POWERS THAT BE" in much of the Higher Ups in Japan who have IGNORANT beliefs on the whole thing AND ! A Villain who is introduced later is a Mad Scientist doing bad shit with THIER BLESSING NOT THAT HE CARES AND IS USING THM FOR HIS OWN "FOR SCIENCE" REASONS Basically they want to PROVE to the world the DANGERS of Adventurers, thinking all that "powering up stats" makes them MUTANTS and not human! And the belief using Monster Parts as resources is DANGEROUS! You get the jist! They ALSO have been PAYING "bad sorts" who ARE Adventurers to cause trouble for their own MEDIA to "catch in action" just to JUSTIFY the "Bad things about Adventurer's" Karen's friend mentioned! Yeah the Novel will usually have chapters showing all the stuff in the background that the Manga ususally skips over to EXPAND on the main story! But it DOES show that alot of the negative stereotypes while some ARE true to an extent, others are "manufactured" to justify discrimination against adventurers! This is WHY such a system happened as it did! No one CONSIDERED anyone would DO THAT! IT was an OVERSIGHT in the "no way it could happen" HAPPENING IN THE WORSE WAY because people never CONSIDERED the obvious possibilities
It especially gets WORSE when the "Anti-Adventurer" political group win the PM seat and start pushing LAWS to ban adventurers, shut the guild down, and even before it, using SOCIAL PRESSURE and even going after FAMILIES of known adventurers as one of Karen's friend's father get bullied and loses his JOB for having a "Adventurer daughter" as the stereotype at that point is "adventurers are all potential criminals and bad people" Basically many of them, as Reito saw this coming and warned those who he's close with and their families to "Go into exile from Japan for the meantime" Well they start "going back to the good ole ways" and even bring back POWER and such to Electricity which was replaced with the Dungeon resources YEARS BACK, remember how old they said Reito was when his dad DIED and he was adventuring! IT becomes a FUCKING MESS! Turns out POWER was cheaper because of those resources and just "going back to an obsolete" power source that has fallen out of style was the HEIGHT of stupidity as the BILL for Power rose SUPER HIGH real quick cause it couldn't measure up, and you know how it goes, NOBODY is downgrading to PAST WAYS after being used to BETTER NEW WAYS for so long! The economy CRASHES because a MAJOR part of it was from the EXPORTING AND IMPORTING of Dungeon resources which they CUT because of the STANCE that they were "Saving Japan" while the rest of the world stands in SHOCK of how STUPID and ignorant they are to shit "they long since got over and BENEFITED OFF OF!"
Reito kind of PRIVITIZES the Guild after the collapse and them coming back AFTER the Anti-Side loses steam, popularity and positions! Having realized leaving it in th hands of the government was a BAD IDEA because of just how many IGNORANT individuals were in high positions SABOTAGING for the sake of JUSTIFYING their behavior and actions! It was all stupid local politics! Another reason is he wants to ADDRESS what happened, specifically the shit you mentioned and just how EASILY it was done and the motivation! Namely if you want to WORK in the Support staff, you MUST be a C rank adventurer! You can RETIRE if you want, but you must BE SO to even APPLY for working in the guild! He noticed how MANY of the Support staff sans a few who WEREN'T IGNORANT and were respectful were "non-adventurers!" 2 things 1. You're right about the fact he shouldn't have the ability to fire him he was put into hot water exactly because of the fact he shouldn't have been using that. 2. It's more like the middle management guy firing the contractor who maintains their entire IT system as "it works fine and we don't need support for something working fine" or like how the first thing to go in programming is the testing team as it should just work. Their job wasn't well protected and that's the issue that has been shown countless times so far. It's looked down upon, has high death rates, and the majority of them are disposable to the government "so why should there be safeguards? oh opps we fired the guy hard carrying us and wrecked our careers." Safety restrictions are almost always hindsight.

This is a country that goes out of its way to downplay essential for survival stuff, so that people will just continue to be cogs in the machine. The whole world knows how essential these magic stones are, and Japan continues to shit on the whole adventurer profession, and you know that their banks are canceling rental agreements and checking accounts when the background checks show that they don't have a "real" job.
