Military is the normal answer, at least in America. I don't know if the JSDF works the same way.

Or maybe some sort of contractor, possibly with a very specialized skill set, who a variety of companies need, but only for a relatively short amount of time.

It could also be a case of just taking new jobs every so often.

In my family’s case it was oil industry, moved like 10 times in the 18 years before I moved out. Not in Japan, but we did leave the country once for a few months on a work visa
