The deal was to arrest her before December 22nd so that she could benefit from underage protection and children services

But the police stalled out making a bunch of excuses and waited all the way until January 11th to make the arrest, and only arrested her

Dang,I guess shes a small fish after all, the police would want to gather intel on whos behind her and catch everyone. Bad play by sensei but it is what it is, you cant have it perfect with this many people and their motivations involved. She already ostracized by general public by now, so getting her off the streets and tried by adult probably wont matter much later, unless japan does capital punishment even for her level of involvement.
