Because that is the real history. This chapter did a good job not white washing it. The Greeks considered most non-Greeks to be less human. The Romans considered foreigners and non-citizens to be less human. And after the dark ages Europe thought people with different skin colors were an entirely different species. This also did a good job of showing the aftermath of a medieval battle. Back then most soldiers were only paid in loot, salaried standing armies were very small or didn't exist, so pillaging and rape were the plan for any attacker that won. If the defenders won they would do the same to the attacking camp. Granted the enemy in this chapter looks like trained and outfitted soldiers but the act of pillaging didn't become frowned upon until around the 17th century.

As cruel and inhumane as it is, Japan can't do anything about the war/invasion of another nation outside of their own.
As they are new inhabitants of that world, they need to be careful when dealing with foreign affairs when they themselves have not even established any proper connections of their own.

in gate they interpreted that territory as part of japan so they attacked. here whole continent is teleported so anything outside jp territory can't be interpreted as inside fight
In Gate they had already been attacked through the gate, and they wanted to avoid it happening again. And because they literally had no idea what was beyond the gate, they needed enough force to secure the area.
True, they also considered the special region as part of Japan in a way, which soothed some ruffled feathers, but the main point was probably self-defence and retaliation.
