They're only war crimes if you have international agreements like the Geneva Convention to make them crimes. Otherwise it's just war.
Yes, the Japanese would consider it a war crime, but I haven't seen anything indicating that the rest of the world would, even if they find it distasteful.

They worked out loopholes in Japan's laws on their own, for profit, and they said so just a chapter or two ago. This isn't even the only group to find something in Japan's catalogue that would be world changing, or with military applications, that Japan considers a novelty item/trash, we already saw the Mu group do the same.And they already showed having supplied groups with actual radio equipment.
