Because the Japanese version had the capability to be used as such, and it doesn't conflict with Japan's laws against trading military technology to the outside world. This is clearly a toy, and the compound bows are sporting equipment.
The famicoms are unrelated to the technology export, by that logic, Japan exported their arcades to Parpaldia and floppy disk to the Mirishial empire. It's just a damn visual gag!!! It's unrelated to the fact that after the Parpaldia arc when Japan began exporting telecommunication tech to their allies, building up the electrical and telecommunication network in allied nations and selling generators, TVs, phones, keitais (short from smartphones because of the jump in tech and still not exporting the internet), etc. but not famicoms

You're not going to communicate over dozens or hundreds of miles with a Famicom. Also, no, the original Famicom that you see here could not do that. You're confusing it with the updated version that they released years later.

And they already showed having supplied groups with actual radio equipment. Equipment that can actually work and do what you see here and isn't powered by an AC adapter (they kinda don't have electricity in most places on this planet) and by batteries instead.

They're only war crimes if you have international agreements like the Geneva Convention to make them crimes. Otherwise it's just war.

Yes, the Japanese would consider it a war crime, but I haven't seen anything indicating that the rest of the world would, even if they find it distasteful.

The country that had Japanese tourists coming to visit them didn't seem to like having their army massacre a bunch of innocent civilians and were pretty upset about it and backed Japan in their war.

Also, it doesn't matter if you aren't a signatory when the enemy wins and takes you into custody. "But it's not a war crime the first time!" isn't going to fly when you started the war with a technological power that wipes the floor with you and hauls you off to their courts instead of yours.

Remi's government was also completely willing to throw that bitch in a cage and hand them over, too. Which was probably the smartest decision they've ever made thus far.

And how are they going to power the thing? It runs on an AC adapter, not batteries. They don't have electrical power.
Also, you sure as fuck are not going to broadcast any meaningful distance with that fucking thing. Full stop.

They gave radios and even installed them, for certain groups of collaborators, these guys are not part of those groups. They worked out loopholes in Japan's laws on their own, for profit, and they said so just a chapter or two ago. This isn't even the only group to find something in Japan's catalogue that would be world changing, or with military applications, that Japan considers a novelty item/trash, we already saw the Mu group do the same.

As for the electricity, Japan is not the only nation using it, it's just the strongest superpower that relies on science for their technology.

And I can explain why.

Japan used their regulation loopholes to supply these guys. As you see, the two collaborators mention that JAPAN told them to back off. Not some other power. Not someone part of their country. Japan. This is not on their own, not for their profit. They're doing this because the Japanese government fucking wanted them to do it and the Japanese government supplied them. And the Japanese government was giving them orders. As we see in this very chapter.

Also, yes, there are countries that use electricity... namely Mu and the As-Yet-Unseen baddies. Neither of which are this country. They use magic. The television shit Remi used when she gave the order to execute was a magical device, not an electric one. So there's literally no way for them to power this fucking thing.

...And, again, even if they DID have electricity to do so (they don't, you see nothing is connect to the Famicom)... The Famicom isn't going to be able communicate over any distance further than what basically a bullhorn would reach. For reason that are obvious of power and signal propagation. Same reason why those devices from about 10-15 years ago that would use RF signals so you could play music from your phone/mp3 player on your car's radio weren't broadcasting to every other car within miles around you - literally they often wouldn't even work on the car next to you in traffic. That's the kind of broadcast power were dealing with here in anything you could even remotely jury-rig in a Famicom.

Let's be super fucking realistic here: it's a gag. Nothing more.

She lost her mind thanks to her being taken on a scenic ride to her prison, showing her just how advanced Japan is and how it makes Parpaldia like some backwater bumfuck village out of nowhere...and that Remille just signed a death warrant to Parpaldia simply by antagonizing a country like Japan. It's unclear whether or not has she been sentenced, but she spends everyday looking at Japanese newspapers, trying to make sense of everything with a vacant expression.

Man, the character art in this is always off the rails, but the background and mechanical art is always so on point. Even if what it's depicting is questionable.

The Geneva conventions don't exist in this world or at least anything like it haven't been taken seriosly by Paraldia
