He likes cute-sy stuff but doesn't identify as a girl. He prefers talking with feminine speech but again, does not identify as a girl.

That is perfectly acceptable and he (it seems his pronouns are male if I read it correctly) should be allowed to be himself. His happiness is his own and he has a right to it without unfair judgment from the outside world. And if he decides to change his pronouns that his decision.

I love stories like this where a character can find somewhere they belong while still being allowed to be who they are
