Yeah, I kinda figured Fuu was like this with the other extra chapter with the on-a-cliff hot springs. She was a bit too excited seeing Haru and the other girls naked. Or, rather, when I saw the animated version of that chapter (as OVA3's second half), it seemed pretty apparent she wasn't just admiring her classmates and senpais, she was outright lusting over them.

But it doesn't mean she wants to be in a relationship with Haru- she seemed quite supportive of her friend getting closer to Raku at that last festival, after all.
