Wouldn't power of wind go very well with going commando? You can ensure your skirt is never flipped forevermore, by controlling the wind so it not only avoids flipping it, but actively counteract other forces that might cause it (air resistance when falling, objects/hands trying to raise it, perspective when someone is lower than you, etc.)!
