I dislike a lot shaming women for what they wear and all, that's fucking sexist, however i can totally see the problems with Noa's clothes. Because HR and superiors aren't as kind in real life.
Anyway, self improvement is so far away for Noa.

In this case it's not a matter of sexism but rather professionalism, she's in workplace where some sort of formality usually needs to be upheld. Imagine if in this case the one wearing inappropriate clothing is Rihito, he came to work with shorts and shirtless like going to a beach at his cubicle, he would definitely be reprimanded even though he's a man. Like, you're free to wear whatever you want as long as its not at work.

They might not be dating, but he is literally in an abusive relationship with her. Considering setting up some kind of auto posting just so you don't get harassed is like, obviously not healthy. But then so is basically everything else about his relationship with her, so
unequal as hell, but i wouldn't call it abusive.

No, it's pretty much the definition of abusive.
Rihito stonewalls a lot of it, but Noa's breakdowns are pretty much textbook emotional abuse, even if she isn't necessarily doing it intentionally
