I am not following the Motivation or Reason for the young Vampires Starvation.

Is it that he traveled for a long time? Having no nearby Humans to feed off of? Or was he choosing not to feed of off humans because he wanted to rule over them like a farmed does his cows? Can't be the Latter...

Or is he choosing to ignore the question to go on a "Evil Villain" Monologue?

My guess is that in the village, they have a safe supply of blood. If he drank from randos while traveling, OTOH, he'd attract the attention of vampire hunters and die.
