So is there any reason why the cops don’t press him here on why he thinks Miku has a grudge against Hina? He’s clearly hiding something, and this info could be key to establishing probable cause, but I guess if it’s not the MC then there’s no point in investigating it.

The number thing was a huge mess up from him, not checking what was on his back before going to see the detectives, but their confirmation bias is insane there.
Either you immediately put him under surveillance or you don't think it's worth much, but other things happening clearly can't serve as evidence it is him. How would he know they know in the first place?

Yeah...Chiaki's sudden shift in attitude is so jarring, page 9 she should've shown some unwillingness to hurt her friend but then forced to cooperate when reminded of the swatter. Here she just looks like she enjoys torturing her friend for no reason. Sure you can have her enjoy torturing her friend, but that's supposed to be after a dramatic corruption. Like the MC whispering in her ear: "If Hina didn't bully, ...bla bla blah, none of this would've happened and you wouldn't have to suffer like this." planting the seed, then this change would occur.

It's so stupid that in these revenge manga, no matter how much evidence the MC has on his side, the police will always suspect him for some bullshit fucking "hunch".
