Let's use Rolex as an example.
Rolex makes 800,000 watches a year. Sounds common right? How many have you personally seen?
Additionally, of those 800,000 each year, some are special, limited run models. The most expensive in the regular series was around $150,000. How many of those have you seen?
My mother recieved one such watch as a bride price back in 1973. Only 300 of that series was made. It's estimated worth in 2002 was around $300,000. Taking it to a jeweller for repair, the owner asked for her ID and for security to standby while he verified that she was the owner registered with Rolex. That has been the only legitimate Rolex I have seen in my life.
So Tartara's 3 Imperials are already of a high level (sadi-maid said as much). And we can infer that only rich people or powerful people have them. Does that still make them common?
Finally Tartara's mission is to find Imperials so he can learn how to build one himself. So storyline is going to have him run into Imperials, cause that's his thing.
