@ksen Sadly, we wont be able to understand it since the author just glossed over it and never explained how they were taxed before. If he didn't tax them before, no one would be happy with all of a sudden paying taxes, unless it is for guaranteed protection and "aid", but still, author seems to be severly lacking in the depth department.
