I don’t always know what Kariya was going for when he wrote Tomii. Half the time he’s a martinet and the other half, he’s a troll. I’m guessing since we’re still in the early volumes that he was experimenting on what way to take him, especially to contrast with Tanimura, who is the “good boss”.
