Personally, I liked that chapter. It was a way for him to allow her to move on without worrying about what he might think of something she did before they met.

Based on the context clues I got, it seems he was her former pimp. He's never given a name, though as far as I could tell. I'm guessing also that our big strong boy, Inspector Nakamatsu, brought him in, but probably didn't have enough evidence to hold him, so he engaged in some good old fashioned police brutality to get him to leave.
