I'm assuming he's a general contractor for a construction company. Often times they'll show up on-site to see how things are progressing

but I'm going to be honest. I'm a bit angry at Oku-san here. Her airheadness was just recklessly stupid. No matter how much she wants to show love to her hubby, when birth can happen at any time, she though going out in middle of the night to deliver bento was good idea?
It isn't just her life she's endangering here. And at this stage of pregnancy, carrying a child is putting a lot of stress and stain on her body. That's why family members and friends come to her to help, clean, get groceries and other things. To minimize risk she might trip and fall.
It's almost like Oku doesn't see child as own being but just extension of Da-san.

She was actually lucky her water broke right after she left apartament. What if it happened while she was walking up or down the stairs or crosswalk or in some tight shortcut alley to Da-san work?

Bad Oku-san, bad. Apoligize to baby when it's born and I hope she gets properly lectured how reckless she was.
I was born a week later than expected, my sister around 20 days before. And that's normal. "when birth can happen at any time" is a quite wide timespawn, she can't stop moving just fot that.

On the other hand, Boss, who give Daa-san a night shift in this time...

Oh I didn't mean to stop moving. But pregnancy at it's final stage is VERY exchasting and literally a physical burden on a mother's body. Legs, and back are hurting, her sense of balance is off, spine is bent into almost L shape, and organs are squeezed inside the torso so much that Oku-San heart is laying at an angle, alsmot on it's side and so on. At this point, a mother is more like a person with a physical disability or a very elder woman from how heavy, impaired and awkward her movements are.

Also in the manga, it's winter. you know. A time when weather conditions cause walks, roads, and stairs to be slippery. It increases the risks of injury for a normal person with fully functional motor functions.

So it's better to not go on a long walk alone. It is annoying? Yes. But it is a reality women have to accept. She should have to listen to her mom and go to bed.
So Oku-san really was taking unnecessary risks for herself and her child.
