I don’t understand how those last few panels made any sense spatially. Sonoda was further away from her than Itami or at the very least beside him. Also they were a good 5m or so apart. Suddenly she teleported right beside sonoda, said something that somehow Itami didnt dear despite being right there and then teleported away again.

Nah, man. Comedy is how we talk about thing we normally don't. And this author did a really good job.

On another hand, this topic feels a bit out of place in this kind of manga.

FML was waiting for ML so they can walk together.

It doesn't even look like 3m.

Those two should walk in a normal speed, if the suicide girl wants to catch up, she only need to power walk for a few seconds.

She's talking about if she messed up, ie not succeed in dying. In which case yes, her family would owe the train company compensatory damages for the disturbance caused.
Measures like this are implemented because of the high suicide rate Japan has. It's supposed to be a deterent.
