If he didn't have a counter to fill or a deadline to beat, normally he'd have already won with this and so picking Date would be a tantalizing choice. He admits to actually wanting to ask Akari to date, and she's got his favorite pair of big honkers that only Akane can rival. Right, he repeatedly ignores Haruka and Saki because he's a heretical nonbeliever of "medium is premium".
If he's serious about filling that counter, normally he'd have to reject her unless she's some cuckqueen into the idea of getting cheated on, or willing to have an "open relationship" which isn't for everybody and often doesn't end well. By his own admission he doesn't want to be a scummy cheating playboy.
There's a cop out "Put the decision on hold" option though, so of course he picks that like most invertebrate male leads do. But if we rephrase it, one can read it as the scummier "String her along without committing" since she'd have to wait for his choice and hope he says yes to dating, unless she's unaware that basically a forced confession-type event was happening here. Would be funny if picking that sets the flag for a bad end to punish him for indecision.
