The magic system is a little confusing. They say Susie's overpowered magic resulted from using unregulated magic without a spirit contract. Does that mean anyone could unleash strong magic without a spirit? But they also say even unleashing such magic is impossible. Inconceivable!

I think that is meant to be the implication. It's like how in real life you could lift a car in moments of extreme distress despite the fact that it's "impossible" to do that on command unless you're extremely in shape. I personally, think it's a pretty interesting way to treat magic.
