Yeah, this is pretty much pointing to the long-lived Maxwell for the drastic change their society went through after so many years. He has obvious bad blood with Laplace, so the motive is there to sprinkle lies about her into the books their historians write.

History is written by historians, it's just the politicians who twist their arms into distorting the facts for their own ends.

I believe the main thing is:

Recent history is written by the victors, and they can use that as a tool to shape their present.

Old enough history has a way to find out the real story, but by that point the victors would have already used up as much of what they wrote as they were able to.
And that is only if people are able to find enough of the proofs and recordings. Which hopefully they can, but we must face the facts that many things were lost to time already.
