I mean sure, it's probably hypocritical/a double standard. But I think part of the appeal of onee x shota for a lot of the readers is probably imagining yourself getting lewded by the older girl when you were younger, while the appeal of oji x loli would be lewding the younger girl? Fairly different strokes as the different strokes thing goes, and they can obviously be flipped too (a woman imagining an older male lewding them, for instance). I dunno if it's fair to call it as simple and straightforward as just being okay with one but not the other.
