You got the order wrong. In the West, the tendency is to transition first, then wear the opposite gender's (now their own) clothes. There, the tendency is to crossdress first, which may lead to gender realization later (guess which word's the keyword in this sentence!). Try to think of this as more of a "Sadistic dommy cougar on the prowl found an easy, weak-looking prey to bully" situation than "Onee-san's gonna use her magic hoo-hah to turn them gay bois straight".
