The mess of their chain of command reminded me of what happened in the siege of Manila. The Japanese army didn't want to leave and their maritime forces was already ordered to retreat. When the US was starting to close in, the Japanese at that point can't escape as the ships already left so they dug in so hard that Manila had to be leveled.

I think it might partly be a personnel loss issue on top of everything. Given indication, the dark elves were the bulk of their patrol and armed forces. They're the ones who were most prominent fighting the orcs during the war 110 years ago, and the elves in chapter 16 complained that serving as a patrol unit was a dark elf job.
Then there's the elven tendency to shoot the lead commanding officers, which the dark elves did during the evacuation of their surviving members into Orcsen, they may have had a massive shift of ill-prepared officers getting promoted, on top of a massive move of personnel that never did the duties they dumped on the dark elves, not taking those duties seriously as a result. Mixed with the elves seeming to be under the impression no one will ever invade them? You get a military that reaches a bare minimum competency and not any higher than that.

They got very complacent. They left the dirty work to the dark elves back then in Rosalind valley. Obviously without the dark elves, those peacocks now have to do the heavy lifting…without learning how to.

From Orcsen, they’ll probably just be war prisoner for the time being. Gustav seems to understand well the need to put a “we’re the good guys” face to the world.

Although... we’ll get the details about that passing notes about Anfanglia hunting down the deserters.

For this chapter, their army seems to still work like feudal army in national army clothes.
They’re mainly army of their clans, not of the kingdom. They serve their clan leaders, who decide how far they’re going to serve the kingdom. Falmaria is not their home, not their people.
Navy in the other hand got modernised. They’re Elfind soldiers, with less clan identity.
