so i can see where everything went completely wrong. the empire knowingly sent her to exterminate the home of her best friend which most likely resulted in their battle to the death and broke the hero's mind. ordina is most likely the mastermind behind the empire currently and likely the true final boss to defeat. after all i doubt a witch with the power to create any magic she wishes would've died without anyone knowing.

Why the fuck Tsutsuji didn't try to dissuade Rei? She had all the time to make her understand that the empire was using her as a tool, that their intention were genocidal and that the "unity and peace" talk was just a rouse.
Did she thought that as Oni resurrect, they could be used to better pass the message?

Rei was evil enough from the beginning if she simply kept doing whatever the empire told her to do, never questioning the orders or wondering if a particular village of non-humans really needed to be annihilated for the sake of peace. In the first place, she was clearly building an empire for the dead if slaughter was the only way for peace. So, yes, she was never any good, accepting all that without a word.
