They summoned the hero so Rei can get back her power. That's all she has been doing since the start.
Now that the hero are enemy she dont have to use roundabout way to have them kill each other.

I think this is the only thing that's in any way justified, since it's for Rei.

I don't think any of the internal politics hold up to scrutiny at all. I wonder how messy it'll get, also how many people are aware of how broken Rei is? Why would any other nation let them have the capability to summon such beings without sharing it? For 400 years mind.
