This was a massive nothing burger chapter for sure, we learned nothing new and it took a whole chapter. Wheel spin feels like the game here.

Not every chapter has to be action-filled or have significant plot inside, sometimes we need chapters just to set-up the stage or provide information about the people and/or stakes involved, otherwise we get people complaining about things feeling "forced", "rushed" or simply "happening way too conveniently", not to mention the biggest complains of all: "damn author pulling a deus ex machina everywhere".

I mean yeah but you also don't need a chapter that just repeats some of the earlier chapters with no real new content. What little we got new would fill a page of a chapter. I will say at least it's only a wasted week since it's a weekly series though so it's not the end of the world but I've been on the fence of dropping this series for a while now so I'm being (admittedly) a bit harsher then I should be.

i swear ppl forget that world-building and story-building exist and anything that isn't taking them to the next fight is "useless" or 'wasteful

When did I say that? I said its a repeat chapter, everything we learn in this chapter we already knew the only new thing was that the evil guy knows the other evil done goofed. So yes I'm gonna call it a useless chapter.

Maybe, but I touched-off this thread, and I don't forget that point. As it happens, some of my favorite manga have no fights whatsoever. But they don't use more panels than necessary to move the story or character-building or world-building to where they're going; and, if they're presented as about X (eg romance), they don't go on long, unbroken jags of not-X (eg fighting). You'll find me (or @Dwarfy2k, for that matter) often complaining about chapters that are nothing but goddamn'd fighting when the series is supposed to be about something more.
