At least he's not just tightening the reigns on the status quo, and is trying to make use of diplomacy with the Demons instead of only brute force. The basic setting of random Japanese youths, one or more, getting summoned to another world and asked to fight demons for the sake of an unknown kingdom is ridiculous in the first place. It's actually more sensible when the summoning kingdom places some slavery/brainwashing restriction on the summoned person(s). Expecting essentially kidnapped people to risk their lives voluntarily for the sake of an unknown country in an unknown world is pretty unreasonable, in contrast. Rarely you do see the "if you defeat the demon king, you are able to return" promise, but that would be equal to blackmailing or relying on Stockholm syndrome win over the summoned (=kidnapped) people.the series where a nation, or king, summons a group of "heroes" and treat them justly is rather rare. you can easily craft up some stories from individuals being unhappy about the summoning and draft up some character development from that, which is alot harder if the summonders are trying to reach out to the heroes in a fair manner initially.
Going by his dialog the interesting thing is he is "not" surprised. I agree with what someone above mentioned that it seems this wasn't even his idea. Hell he seems to be considerable more level headed than the usual Isekai Asshole kings who are usually busy spewing crap everywhere. He looked at the situation, correctly judged they fucked up and now tries salvage what he can, even judging the murderous Asshole Hero the bigger problem than the more level headed MC who he tries to approach with words instead ... for now.the king being surprised for this outcome is funny, since it took him this long to realise and openly state so. moreso, even the knights behaviour caused our MC's initial conflict, be leaving a potentially cursed hero behind in that dungeon and as such generated doubt and criticism within all heroes. they sparked the flame and now wonder why things went wrong.
