my guess is that manga/light novel authors desperately try to spare japanese characters, being apologetic about every fatal decision that is made, because the character was "tempted", "used by their power", "had no other choice", "had to make a hard decision", "did the right thing", or "were not at fault".
convenient lies to avoid accountability, and to wield power at all cost.
and no recognition of other living beings as people whose lives hold any value or meaning, that's how these characters appear psychotic and racist.

Killing them both would be too nice. They need to be tormented before being killed, but knowing Rei she probably would just enjoy the torment because it makes her feel "alive." Rei would need to be put in a straightjacket in a white room for years.
