I think it just uses magic to measure a person's talents, and then distills them to 3 top ones.
Note that the results might be limited to what the creators of the orb were familiar with, unless it's just a terminal that connects to a heavenly employment agency or something.

At least, it makes much more sense than those worlds where people get an RPG class as present from the gods.
