It first started as what was basically an ecchi that was two steps away from becoming erotica, but now there's only about one or two true fan service moments each volume. I mean in non-ambiguous ways that make him, dense motherfucker that he is, actually acknowledge that she has romantic feelings for him, and not just "house spirit that thinks fondly of him because of the bond he has with the house" feelings. Remember also from ch. 13 that he did it with her because she was fainting from a lack of magical power, and said that she needed her libido satisfied to get magic power back. While it almost looks like he understands that she loves him in ch. 14 when she says she's been thinking about him since even before they transitioned to this world, from when he was just a child ("I've been thinking about you since you were born, and now we're here"), and he says that, "For my entire life, all I've only ever seen you as just a house, but now, all I can see is you, Sakura", he's really just talking about seeing her as a person, not just a manifestation of the house. The statement "all I can see is you, Sakura" can potentially also be taken in a romantic way, even if they haven't openly expressed it on-page since then. Even if they're only shown to be hanging around one another, the impression I get is that they have a happy relationship, and not one of master and servant, or even owner and his tsukumogami. As for the "the house expansions as her children", she was saying that as a joke, and explained in the very next panel that it's just that she recieved an excess of magic power from him and it turned into an extension for the house. Continuing on to ch. 15 we see further that they don't do anything romantic or intimate (depending on your definition of intimate, anyways); they just stay relatively close together (since he feels most comfortable in his house and she is the house spirit, so it's natural) and sleep next to each other, and doing so keeps releasing his magic power, so she continues to grow the house (which is why there's been such an expansion beyond just the one floor). They haven't done anything else since then.
Like I said, they are still close, but they haven't taken that step further into romance; there's still a level of standoffish separation between the two of them, since those early chapters, especially as 'new potential waifus' keep getting introduced. And if they kept going at it but the author didn't show it, the house would have turned into a massive metroplex by now, considering what happens just by being near him after she absorbs some of his magic power.I dunno.
