I don't even think she is FMC.
It would be like saying Makima from chainsawman is the FMC.
Just because the protagonist wants to bang her doesn't mean he will or that they will even even get to do anything remotely romantical.
It totally seems to me as if wanting to be with her will be one of those unreachable goals that will get the MC to accidentally meet and get close with he girl that he will end up dating for real.

This one has really started off with a bang for me, but we'll have to see what the chapter to chapter set-up is. It could go in a generic rom-com way, or it could be that he keeps accidentally falling ass first into optimal situations, both in studies and socially.
