I mean, universal free education IS a tool of brainwashing. It's convenient, but that's the evil genius of it.
And in a competitive market, it only decreases the value of the education by making it merely expected, rather than outstanding.
However, in a mercantilist economy, that last part doesn't have to be a problem, education can become formally expected and rewarded, but then those unable to complete the standardized education in standard fashion are penalized, resulting in oppression of the weak. Evil.
Purely good policies are actually hard to come by. Most things are double edged swords, no matter how noble they sound, and sometimes the side effects are far more negative than the main goal is positive.
